Constitution 

1.1 NGN Members can only exist as an individual member. No collective memberships will be considered.

1.2 NGN MEMBERSHIP

Young professionals such as graduate engineers, part-time MSc students working in industry and full/part-time PhD students can apply for a full NGN membership. CIGRÉ-UK NGN facilitates the entrance of young professionals to CIGRÉ. Membership of the NGN is limited to 5 years. NGN offer subsidised membership for the first three years, after which it is envisioned that members realise the value of their membership and become fee paying CIGRÉ members. The subsidy is available only to those who actively contribute to NGN: active involvement could include writing technical articles or participating in seminars to simply attending NGN technical events. Inactive members may forfeit subsidised membership at the discretion of the NGN Chairman.

1.3 NGN ASSOCIATE MEMBERSHIP

This category applies to full-time MSc students. An associate NGN member is able to take part in all the events/activities organised by CIGRÉ UK NGN. However they do not qualify for a full membership and are not registered with the CIGRÉ central office in Paris. After completion of the MSc, if the Associate Member wishes to stay in the UK and work in industry or academia, he or she can apply for full NGN membership.

1.4 The CIGRÉ-UK NGN Membership Coordinator/NGN Secretary shall request confirmation of the representatives annually. This shall be done in advance of, and reported at, the Annual General Meeting.

1.5 The duration of NGN membership for each member shall be known by the Membership Coordinator/ NGN secretary.

1.6 CIGRÉ-UK NGN shall elect a Chairman from its members. The Chairman shall be in attendance at all meetings as required.

1.7 CIGRÉ-UK NGN shall elect a Vice Chairperson/Information Coordinator. The Vice Chairperson/Information Coordinator shall be in attendance at all meetings as required.

1.8 CIGRÉ-UK NGN shall elect a Secretary/Treasurer. The Secretary/Treasurer shall be in attendance at all meetings as required.

2 Terms of Office

2.1 The term of office of the Chairperson shall be for a period of two years and they shall not be eligible for re-election in the consecutive year. The election shall take place in odd years. It is only possible to stand for election as chairperson as long as the term of office starts and ends within the 5 year NGN membership period. The Vice Chairperson/Information Coordinator shall be appointed for one year and the appointment can be renewed once in the consecutive year. It is only possible to stand for election as vice chairperson/Information Coordinator as long as the term of office starts and ends within the 5 year NGN membership period.

2.2 The Secretary/Treasurer shall be appointed for one year and the appointment can be renewed once in the consecutive year. It is only possible to stand for election as Secretary/Treasurer as long as the term of office starts and ends within the 5 year NGN membership period.

2.3 The key area Coordinators shall not have any defined period of commitment but it is expected that the role will be held for a minimum of one year.

2.4 The tenure of office of the Chairperson, Vice Chairperson/Information Coordinator or Secretary/Treasurer shall expire if they cease to be a member of CIGRÉ-UK NGN.

2.5 A quorum (minimum number of members necessary to conduct a fair annual election) shall consist of fifteen individual members. In the absence of a quorum no election can be conducted and it will be the Chairperson's responsibility to fix as early a date as possible for a new voting date.

2.6 An initial NGN Steering Committee shall be formed at the AGM in November 2008. This committee shall be formed for the first twelve months, after which a review of its constitution shall be made along with any appropriate changes. There shall be seven formal roles within the NGN Steering Committee; Chairperson, Vice Chairperson/ Information Coordinator, Secretary/ Treasurer, and four key area Coordinators, CIGRÉ-UK NGN shall be facilitated by three CIGRÉ-UK Executive participants: Chris Jones, Adam Middleton and Colin Ray. There shall be an open invitation for all NGN members to attend Steering Committee meetings.

2.7 Voting – An NGN member is an Individual Member and is entitled to one vote. When matters need to be decided by vote, a simple majority shall be effective, the Chairperson of the meeting having the casting vote. When in the opinion of the Chairperson it is desirable that a decision be reached before the next meeting, voting by post or email shall be permissible.

2.8 The Chairman of the NGN shall have a seat on the CIGRÉ-UK Executive Committee.

3  Roles and Responsibilities

3.1 The Chairman shall have the responsibility of overseeing the smooth operation of the NGN and reporting to the CIGRÉ-UK Executive Committee.

3.2 The Vice Chairman / Information Coordinator shall have responsibilities of aiding the Chairman with day-to-day operations, chairing meetings in the absence of the Chairman, and ensuring that information of the NGN is gathered and distributed accordingly.

3.3 The Treasurer / Secretariat shall be responsible for the coordination of the NGN budget and finances, recording minutes of meetings, and ensuring NGN membership details are recorded and reported to the CIGRÉ-UK Secretary as required.

3.4 NGN Working group conveners shall have the responsibility of coordinating all respective working group activities, reporting outcomes to the NGN committee and Chairman as required.

3.5 CIGRÉ-UK Executive Committee members shall facilitate, aid, and advise the NGN members on running the NGN

Structure

The NGN is run and oganised by its members. Although the structure (shown below) appears hierarchial, all NGN members have the same level of input as the convenors and elected members. The responsibility to ensure the NGN runs smoothly and meets its member's goals and expectations belongs to the elected members and the working group convenors.
